Comunicat and assabentat: three tiers without a licence
Light works in Barcelona don't need a full licence: there are three faster tracks, comunicat diferit, comunicat immediat and règim d'assabentat, each with its own pace and conditions.
Not all building work in Barcelona needs the majors licence. For lighter interventions, the municipal regulation provides three faster tracks, comunicat diferit, comunicat immediat and règim d'assabentat, each with its own pace. The condition is the same for all three: the works must genuinely fall within the category allowed for that track.
The three tracks, and how they differ
Comunicat diferit is the heaviest of the three: the municipality reviews the paperwork for about a month and requires a technical suitability report (IIT), and the works can then run for 6 months from the declared start date. This covers, for example, a partial intervention in load-bearing elements. Comunicat immediat means paying the fee before work starts, and it can begin right after payment, with no month of waiting: this covers, for example, a layout change in a single flat that doesn't touch the building's structure, or plumbing or electrical work that touches shared risers. Règim d'assabentat is the lightest track: the applicant doesn't wait for any decision from the municipality at all, simply notifies it that work is starting and can begin the next day, with no paperwork. It only applies to buildings with no heritage protection, and only if the works leave the structure, the façade and the room layout completely untouched: cosmetic refurbishment, replacing finishes, small localised jobs on the building services.
The cost of getting the classification wrong
If an investor files works as assabentat or comunicat immediat when the scope of the intervention actually calls for a comunicat diferit or the majors licence, the municipality is entitled to suspend the works and demand the correct procedure after the fact, with a fine for whatever has already been done without it. The time saved at the start turns into a much bigger loss of time once the mismatch is discovered.
What this means for the project schedule

Questions and answers
Does comunicat mean the municipality does not check the declared works at all?
No. The municipality keeps the right to check afterwards whether the works declared match the works actually carried out, for comunicat and for assabentat alike. The notification procedure speeds up the start; it does not remove oversight.
Can règim d'assabentat be used for a building in a protected area of central Barcelona?
No: assabentat only applies to buildings with no heritage protection. In protected buildings, even small interventions usually need a comunicat diferit or immediat, and anything touching the façade needs sign-off from the heritage department.
