The planning framework matters more than reputation

Of the three, Poblenou is the one where the regulatory framework actively creates room for large-scale regeneration. The 22@ reclassification allows precisely what development projects require: mixed uses on former industrial plots. In Eixample and Ciutat Vella, developers must work within established constraints. In Poblenou, the industrial-use restriction was deliberately lifted to enable new uses.
