A plot's edificabilidad under the PGM: checks before buying

Land classification and the permitted floor-area ratio set the project's return ceiling before the first architectural sketch. They can be checked through PIC within hours.

Which document actually determines development rights?

Barcelona's planning framework still rests on the 1976 Plan General Metropolitano (PGM) and its many partial amendments, Modificacions del PGM (MPGM). Its successor, the Pla d'Ordenació Urbanística Metropolità (POUMet), is being developed, but PGM 1976 remains the basic framework determining what may be built on a particular plot.

A plot's actual development potential, and therefore its real value, is determined by the PGM and MPGM parameters applicable to that plot rather than simply by its square metres of land.

The key parameters to check

  • The maximum permitted number of storeys (plantas).
  • The minimum plot dimensions and area required for development.
  • The edificabilidad index: the ratio expressing how many square metres of built floor area are allowed per square metre of land.

Separately, land is classified as suelo urbano consolidado, or finalista—ready for development under current rules without additional steps—or suelo en desarrollo, comprising urbanizable or urbano no consolidado land that requires further planning stages before development rights can be used in practice. This distinction directly affects when construction can actually begin, rather than merely what exists on paper.

These parameters are not uniform across the city. A particular block may be covered by an MPGM modifying the baseline PGM 1976 rules for that area. Check the document applying to the specific address, rather than citywide tables.

How to check before making a price offer

Ajuntament de Barcelona's Punto de Información Cartográfica (PIC) can generate an address-based plot map showing planning classification. This is a concrete, verifiable first step before making an offer to the seller.

A plot appraisal sequence:

  1. Obtain the plot map through PIC and record its classification: consolidado or en desarrollo.
  2. Find the applicable PGM/MPGM and record permitted storeys, minimum area and edificabilidad.
  3. Calculate actual permitted floor area from these parameters, rather than the plot area itself.
  4. Compare that floor area with the asking price before deciding your price position.

Why this underpins a land strategy

For DNPI's land strategy, this is the first selection filter rather than a formality. A same-sized plot with a higher edificabilidad may be worth several times more when assessed properly. Conversely, land that looks attractive per square metre may be much less appealing if a low ratio limits development or suelo en desarrollo status leaves an uncertain timetable for obtaining usable development rights.

A PIC check takes hours rather than weeks. There is no sensible reason to omit it before valuing a plot, whatever the transaction deadline.
